É um ator americano de televisão e de teatro, mais conhecido por ser Mickey Abbott no sitcom Seinfeld. Tem mais de 100 participações em TV, Woodburn teve papéis em séries como Tracey Takes On, Conan the Adventurer, Baywatch, Special Unit 2, Charmed, Bones, e na novela Passions. Atuou também nos filmes Jingle All the Way, Things You Can Tell Just by Looking at Her, The Flintstones in Viva Rock Vegas, Death to Smoochy, e seu personagem Big Figure que foi morto pelo Rorschach em "Watchmen" (2009).

He starred as Professor PIxel in FOX's 1994 Halloween special Count DeClues' Mystery Castle.

A graduate of Temple University School of Communications and Theater, he received the school's Outstanding Alumni Achievement Award in 2001. Woodburn is also an advocate for disabled and Little People issues, and serves on the Screen Actors Guild Performers with Disabilities Committee.

Woodburn was featured in a series of ads for Burger King's BK Stacker sandwiches. He appeared in the 2009 horror film Murder World alongside Scout Taylor-Compton, and in the 2009 film adaptation of Watchmen as the crime lord Big Figure.

Woodburn is married to the actress, writer, and comedian Amy Buchwald. She appeared in an episode of Conan the Adventurer as her husband's character's love interest. He also guest starred in episodes of The Suite Life of Zack and Cody, iCarly and Cory in the House.
